CONSTRUCTION ADMINISTRATION
One Dedicated PE. One Controlled Administrative Desk.
| SERVICE | COMMERCIAL POSITION | BEST FIT |
| Construction Administration | Included within Dedicated Project Engineer | Projects needing daily continuity, administrative control and one assigned PE behind the PM / Superintendent |
1. What This Service Does
The Dedicated Project Engineer operates as the contractor’s remote construction-administration desk. The role does not replace the Project Manager or Superintendent. It keeps project-engineering records, administrative workflows, compliance records, testing records, minutes, transmittals and exceptions organized so the field and management team can act on reliable information.
2. What Is Included
- All six Project Engineering Support standards: Submittals, RFIs, Document Control, Change Order Control, Work Plan Support and Closeout Control.
- Central intake, classification and routing of incoming project records.
- Project file structure, naming conventions, archiving and directory hygiene.
- COI / bond record tracking and expiration flags as an administrative function.
- Third-party testing and inspection report record control.
- Meeting minutes, action-item registers and approved transmittal packages.
- Daily action / exception register showing what changed, what is overdue, what is missing and what requires a contractor decision.
3. How the Process Works
The Dedicated PE becomes the administrative control point for the project. Incoming records are classified, routed into the correct RPE process, logged, followed and escalated only when contractor authority or field verification is required.
4. Daily Action & Exception Control
- Open RFIs or submittals requiring contractor action.
- Missing or expiring COIs / bond records.
- Failed, rejected, incomplete or missing testing reports.
- Outstanding acknowledgments or transmittal responses.
- Unresolved meeting action items.
- Missing documentation tied to the core RPE support processes.
5. Responsibilities and Handoffs
Operating rule: RPE controls the administrative record and process. The contractor controls the project.
| RPE CONTROLS | CONTRACTOR RETAINS |
| File organization, registers, compliance tracking, testing-report logging, minutes, action logs, transmittals, delivery records and daily exception control. | Field execution, physical verification, means and methods, legal / insurance sufficiency, technical acceptance, commercial commitments, approvals and management decisions. |
6. What You Receive
- One assigned PE who stays familiar with the project and its open issues.
- A controlled project record instead of scattered files and disconnected follow-up.
- A live action / exception register focused on decisions rather than generic reporting.
- Organized minutes, action items, testing records, compliance records and transmittal history.
- Continuity across the six core Project Engineering Support processes.
7. Systems and Access
RPE is platform-agnostic. We can work inside approved Procore / Autodesk environments, the contractor’s cloud drive, SubmittalLink or a dedicated project-email workflow. RPE uses only the permissions granted by the contractor.
8. Service Boundaries
- Not a replacement for the Project Manager or Superintendent.
- No field supervision, manpower direction, means and methods or physical progress verification.
- No safety management, OSHA logs or incident investigation.
- No legal / contractual interpretation, claims strategy or entitlement analysis.
- No CPM logic development or delay-claim schedule analysis by default.
- No direct Owner / A&E negotiation or contractual commitments without express authorization.
- No certification of insurance, surety, testing or inspection sufficiency.
